Russia Targets Former PM Kasyanov and Opposition Figures in New Terrorist List

Russia has included former Prime Minister Mikhail Kasyanov in its federal registry of «terrorists and extremists,» as per the website of Rosfinmonitoring, the state financial oversight agency.

The list also now features economist Sergei Guriev and Kirill Martynov, the editor-in-chief of Novaya Gazeta Europe.

Russian financial institutions are mandated to freeze the assets of individuals listed by Rosfinmonitoring and to suspend all financial transactions with them.

Kasyanov, Guriev, and Martynov, all labeled as «foreign agents» living abroad and participating in the Anti-War Committee of Russia, were implicated in a criminal case that the FSB initiated on October 14.

The case accuses them of «forceful usurpation of power» and «forming a terrorist organization,» corresponding to Articles 278 and 205.4 of the Criminal Code.

The Anti-War Committee, established after the large-scale invasion of Ukraine, has been designated as «undesirable» in Russia, with the FSB alleging that it is planning a coup and working to «alter the constitutional order.»

Kasyanov held the position of Prime Minister under President Vladimir Putin from May 2000 until February 2004 and had previously led the Finance Ministry.

In 2010, he co-founded the opposition coalition «For Russia Without Lawlessness and Corruption,» alongside Boris Nemtsov, Vladimir Ryzhkov, and Vladimir Milov.

This movement later evolved into the People’s Freedom Party (PARNAS), which was disbanded by the Supreme Court in May 2023.

Last week, three additional members of the Anti-War Committee—political scientist Ekaterina Schulmann, businessman Boris Zimin, and businessman Mikhail Kokorich—were also added to the Rosfinmonitoring list.

The FSB’s investigation currently encompasses 22 named individuals along with «other unnamed persons.»

The security agency asserts that the founders of the group have provided support to Ukrainian «militant nationalist units,» recruited individuals for them, and proclaimed their intention to «remove Russia’s current leadership.»

According to its website, the Anti-War Committee aims to support those opposed to the Kremlin’s military campaign in Ukraine.
